Endorsement System
Residence permits will implement an endorsement system. An endorsement is made once a year. A holder may apply for a residence permit endorsement within the sixty days before each full year counted from the date the residence permit was issued. If the endorsement is overdue or the endorsement validity period has expired, the permit’s functions are suspended. Applying for a residence permit endorsement must satisfy “two conditions” at the same time:

Continuing to have a lawful and stable residence. If the holder has accumulated a registered residence time of eight full months or more in the special zone within the year before the date of applying for the endorsement, they are deemed to continue to have a lawful and stable residence;

Continuing to have a lawful and stable occupation. If the holder has accumulated eight full months or more of social insurance participation in the special zone within the year before the date of applying for the endorsement, they are deemed to continue to have a lawful and stable occupation.
Non-Shenzhen household-registration personnel who meet the special zone’s talent introduction regulations and who are currently receiving full-time secondary or higher education (vocational education) in the special zone, and who complete residence registration in accordance with the provisions of these regulations, may directly obtain a residence permit endorsement.

What rights and interests can residence permit holders enjoy?
Residence permit holders may enjoy the relevant government public services in accordance with the relevant regulations of the state and the special zone:

Apply for a motor vehicle driver’s license, and handle motor vehicle registration and inspection procedures;

Apply for an ordinary passport, a permit for travel to and from Hong Kong and Macao, a permit for travel to and from Taiwan, and endorsements;
3
Apply for vocational skills training subsidies and vocational skills assessment subsidies;
4
Apply for basic public medical and health services;
5
Apply for basic family planning services;
6
Apply for a free premarital health examination;
7
Apply for basic funeral service subsidies;
8
Apply for the issuance of residence certificates and identity-related certificates;
9
Other rights and interests stipulated by the municipal government.
If a holder meets the conditions stipulated by the municipal government for years of residence, years of employment, years of social insurance participation, and so on, then in addition to enjoying the rights and interests provided in the first paragraph of this article, they may also, in accordance with relevant regulations, enjoy the corresponding rights and interests in public culture, employment support, basic public education, social assistance, housing security, and other areas. The specific measures shall be formulated separately by the municipal government.

How are the old and new permits linked?
On the question of linking the old and new permits.
The Shenzhen Residence Permit and the Shenzhen Temporary Residence Permit issued in accordance with the Interim Measures for the Shenzhen Residence Permit and the Trial Measures for the Shenzhen Residence Permit remain valid on the date these Regulations take effect, and if the holder meets the conditions stipulated in Article 19 of these Regulations, they may apply for a free replacement with a new permit within twelve months after these Regulations take effect. Before the new permit is issued, the Shenzhen Residence Permit and the Shenzhen Temporary Residence Permit remain valid;
After the new permit is issued, the period of holding the permit is calculated continuously; if the holder does not apply for a replacement or does not meet the application conditions stipulated in Article 19 of these Regulations, then twelve months after these Regulations take effect, the Shenzhen Residence Permit and the Shenzhen Temporary Residence Permit become invalid.
